feat: add missing Device IO operations and fix formatting

- Add GetVideoOutputConfiguration operation
- Add GetVideoOutputConfigurationOptions operation
- Add SetVideoOutputConfiguration operation
- Add GetRelayOutputOptions operation
- Add comprehensive tests for new operations
- Add CLI support for new Device IO operations
- Fix gofmt formatting issues in all files
